SVDGetTolerances

Gets the tolerance and maximum iteration count used by the default SVD convergence tests.

Not Collective

svd

- the singular value solver context

	tol	- the convergence tolerance
	maxits	- maximum number of iterations

The user can specify NULL for any parameter that is not needed.
